An Introduction to the Healthcare and Retirement Village Association
of South Africa
HERVASA was established to market the resident-funded retirement village industry and housing
estates in South Africa, as well as to protect residents within these villages. This primary
objective is maintained by:
- Sustaining high standards for all contributors in the industry,
- Providing guidance to all levels of Government, Legislative Authorities, and other businesses,
on all issues concerning resident-financed retirement villages and housing estates.
- Promoting the excellent status of members of HERVASA
- Sustaining the free trading of ideas and teamwork between members by means of the annual forum.
- Accumulating and examining information on the industry and using this information for the
benefit of all potential clients within the industry as well as making it available to members
via our internet resource center and head office support team
- Creating and sustaining public awareness as to the advantages of retirement village and housing
estate living.
As an Association, our aspiration to sustain high industry standards has been realised by the
design and acceptance of our Code of Practice and ethics and Standards for members.

The realistic effect of the code of Practice and Standards
The establishment of a Code of Practice and Standards for retirement villages and housing estates within South
Africa has produced the following practical conclusion:
- All resident-financed retirement village and estate sponsors, owners and managers are presented
with a set of conditions that are considered to be ethical practice in the promotion, sale and
operation of retirement villages and housing estates in South Africa.
- Members of the general public, Government Departments and Local Authorities, as well as other
involved parties, are better educated on the important conditions relating to the promotion, sale
and operation of retirement villages and housing estates in South Africa.
- Members of HERVASA are required to fully comply with the Code of Practice and Standards as a
condition of membership.
- An easily accessed and inexpensive method for resolving disagreements between residents, or
disagreements between a resident and management, is contained in the Code. Members of HERVASA
are required to follow this method of disagreement resolution as part of their conformity within
the Code.
- An Evaluation Authority is established under the Code of conformity to investigate and make
requests, decisions or recommendations regarding any complaint relating to the Code. The
offending village must act in accordance with the Review Authority Decision.
- The Code of Practice does not in any way replace or detract from the individual common law
rights that every individual resident’s deed of sale provides.
